On June 3rd, 2004 Drug Section members intercepted a man leaving the property. The man was in possession of two garbage bags containing 13 pounds of marijuana bud with a street value of $30,000. He also had approximately $2,500 in US funds and an equal amount in Canadian dollars.

A subsequent search of the house revealed that the electrical meter had been bypassed, the exterior doors had been fortified, and a large scale marijuana grow operation was underway. Investigators seized over 600 marijuana plants in various stages of growth, with a street value of $134,000, plus $10,000 in equipment. There was also evidence of previous harvests.

Due to the age of The Gilchrist House, and its subsequent deterioration, it was difficult to determine whether much of the damage was a result of the marijuana grow operation or if it predated the criminal activity.

The following charges have been recommended against two men; Theft of Electricity, Production and Possession for the Purpose of Trafficking.

Male Exposing Himself at Local Park

The Delta Police are warning the public of a male that has been reported to police for exposing and fondling himself at Annieville Park located in the 9200 blk and 112th Street in North Delta.

There have been two reports received by police in the last week and in both instances the description of the suspect has been general but similar. The male has been seen in the area between the hours of 1:00 p.m. and 3:00p.m. This male has not approached or assaulted anyone however police will be making extra patrols of that area.

Male described as;

Indo Canadian male 30 - 40 years clean shaven wearing a blue shirt and beige shorts ( clothing varies)

Police remind parents to ensure their children are always within sight and when possible playing in pairs or groups.


July 12, 2004 10:30 a.m.

Update: Deceased Female Discovered on Annacis Island - Identified

At approximately 4: 25 p.m. on July 01 2004 police responded to a report of a found body in the area of 1080 Cliveden Avenue. On arrival police learned that an employee from a neighboring business discovered a deceased adult female body behind a dumpster.

Update:

The Delta Police have identified the deceased female as, Melody Jane FOURNIER 48years old ( of no fixed address) Next of Kin have been notified.

The investigation continues as police are still treating her death as suspicious. Police are requesting anyone who had contact with Melody from June 28th-30th 2004 to call the Delta Police Serious Crime Section at (604) 946 4411

No other details are available at this time

Victim vehicle catches fire after being struck by stolen car – Citizens rush to help

A stolen vehicle speeding through a neighborhood street failing to stop at a stop sign collides with an unsuspecting motorist at the intersection of 80th ave and 108 Street. After colliding with the victim vehicle the suspect operating a stolen Plymouth Acclaim (from Vancouver ) had enough momentum to ram through chain link fence and finally coming to rest after slamming into the garage portion of a house in the area.

The victim vehicle caught on fire after being struck and because of the damage to the driver side the driver was unable to get out of the vehicle. Quick thinking citizens in the area ran to her aid freeing her and her son from the vehicle.

Fortunately both only sustained minor injuries.

Witnesses provided police with information regarding the incident and a description of the suspect who had fled the area on foot.

A K9 unit was deployed but was unable to locate suspect. However, a short time later an officer patrolling the area checked a male matching the description given by witnesses but was unable to confirm if he was in fact the same individual involved.

Police are continuing with the investigation with the view to make an arrest and secure charges. The Delta Police Department appreciates the assistance the citizens rendered to the victim and for providing good descriptive information on the suspect.

B.C. Law Enforcement Torch Run

Joggers Efforts Pay Off Big for Special O

Since June 25th Const. Debra McLeod of the Delta Police Department and a contingent of police officers from other agencies have been running though various communities in the lower mainland bearing the flame for the BC Law Enforcement Torch Run for Special Olympics.

Today was the final leg of the journey that concluded at the Delta Police Headquarters in Ladner. Accompanying McLeod and the other runners on this last leg were several members of the Delta Police Department included Chief Constable Jim Cessford.

The Law Enforcement Torch Run is the largest fund-raising event in support of Special Olympics athletes. Last year Delta Police officers raised $15,000 for this cause. Today, their efforts have exceeded this benchmark as they close in on $20,000. This combined with money raised by other B.C. police officers have contributed over $1.41 million during the last eleven years to the Special Olympics cause. Over 3,000 mentally challenged athletes throughout British Columbia participate in events that enhance their lives and celebrate personal achievement through positive sport experiences.

The police officers who run in this event and help coordinate it give much of their own time. Though presently tired, they are committed to continue their support for years to come for this special cause and the disabled athletes they have come to know and admire. They would like to thank the citizens and businesses of Delta who gave generously, both time and money, in support of this year’s Law Enforcement Torch Run for Special Olympics.

Pulling Together 2004

First Nations and Police Paddle for Rapport

Now in its 4th year Pulling Together is once again joining Coast Salish First Nations people and police officers from many jurisdictions in a journey of discovery down the Fraser River to the sea. The focus of the canoe trip is to enhance mutual understanding and build relationships while working as a team to achieve these physical and cultural destinations.

The teams left Harrison Lake in their war canoes on Sunday, June 27th. They will arrive at Deas Island Park between 2:00 p.m. and 4:00 p.m. on Friday, July 2nd where they will be greeted by Elders of the Tsawwassen First Nations and officers of the Delta Police Department and the Surrey RCMP detachment. There the teams will join their hosts in traditional ceremonies and a banquet in their honour.

Delta Police officers S/Sgt. Hugh Davies and Constables Gwen Nichols and Clayton Ennis will participate with members from other police services and First Nations members in this venture down one of nature’s highways. The Fraser River has been a primary source of transportation in this region for many centuries. Now it will serve a dual purpose as the path these voyagers will travel and the medium through which they will interact, learn and develop stronger relationships with each other.

With community support Pulling Together has raised funds that, following First Nations customs, they will present to their hosts to assist with Youth Initiative based programs. The significance of this event is found in the traditional belief of the river as a symbolic healer for youth at risk.

The Delta Police Department would like to invite members of the public to Deas Island to witness these events and join in the celebrations.

Dog re-united with Owner.

“ Bessy” back.

June 22 2004, 11:00 a.m.

Early in the morning of Monday June 21st, an employee of the Real Canadian Superstore located in the 8100 blk of 120th St. was checking out the underground parking lot which is usually empty at that time of day. The staff member observed a car with a dog in and due to prior media releases regarding Bessy, an English Springer Spaniel, reportedly being stolen along with her owners car from this very parking lot the employee recorded the licence number of the car and called the police.

The car and dog were indeed the ones reported missing. Bessie’s owner, Derek Lowman, was contacted and dog and master were happily reunited. Bessie was thirsty but in good health.

With the recent heat we have had and hopes of a warm summer the Delta Police would like to remind pet owners not to leave their pets unattended in their vehicles.


June 18, 2004 1:45 p.m.

Pair re – offend within days of release

At approximately 0500 a.m. on June 16, 2004, a Delta Police officer nearing the end of his shift noticed a vehicle parked with the engine running, in front of a video store located in the 8200 blk 120th St. He then observed a male run from the store to the vehicle with property in hand.

The officer attempted to stop the vehicle but the vehicle fled and initiated a police pursuit. Suspects rendered the vehicle un-drivable and fled on foot. Police contained the area. One officer gave chase on foot and apprehended one of the suspects and the second suspect was apprehended by another officer. Both suspects were taken into custody.

Charles Patrick Johnston 49yrs old from Surrey and Craig Cordell Sheppard 41yrs of Coquitlam are now charged with, possession of stolen property and theft.

Johnston has an additional charge of initiate police pursuit.

Johnston was just released from custody on June 08 2004 and Sheppard was just released from custody on June 15 2004

The property stolen from the video store was recovered and the vehicle they were driving was stolen from Burnaby.

The two were appearing in Court in the afternoon of June 17 2004, for a show cause hearing. It is unknown at this time if they will be remanded in custody.

The Long and the Short of it According to Cst. Graham

"Locks for Love" - BC Cancer Foundation and BC Cancer Society

Cst. Graham set out to raise more than money for the BC Cancer Foundation. She has offered to have 15-17 inches of her hair cut off and donate it to the “Locks for Love” Program which makes wigs for children who need them as a result of cancer treatment or other diseases. She has known an number of people who have suffered and are suffering from cancer and is determined to do her part to further research for improved treatment and elimination of cancer altogether.

Cst Karrie Graham, a five year member of the Delta Police Department and currently one of the School liaison officers in the North Delta area serving, Annieville, Brooke Road, Gibsons, Hellings, Richardson and Devon Gardens Elementary Schools and North Delta Secondary and Delveiw High Schools. She put out the challenge May 11 2004 to her schools to raise money for Cancer research and treatment and they have answered! From May 11 to June 07 the Schools have raised just shy of $8,000.

The individual school that raised the most was Annieville Elementary - $4,416.64 . This school has won the reward of seeing Cst. Graham getting her hair cut. The remaining schools’ combined effort raised an additional $3000-$4000.

The support of all of the schools was amazing and to raise this amount of money in less than one month is a tribute to the staff and students of each school that participated.

June 17, 2004 at 12:45 p.m. Cst. Graham will be at Annieville Elementary located at 9240 112th st North Delta to go from long to short hair for a great cause.


Police File: 04-15802

Date/Time: June 10 2004 @ 1:30p.m.

Location: 11100 blk Lyon Road, Delta

At approximately 1:30 this afternoon three employees of Remple Disposals, who have the contract with the Corporation of Delta for garbage removal, were working in the Sunshine Hills area of N. Delta. While moving from one area of removal to another they compacted their recent collection of garbage. Some fumes were emitted from the rear of the garbage truck and the two employees who were riding on the back became immediately ill and began to vomit.

The Delta Police Department, the Delta Fire Department, British Columbia Ambulance Service and the Surrey Fire/Hazmat Team were dispatched. The Hazmat Team was requested due to concerns regarding the nature of the fumes.

The Remple Disposal employees and the Delta Fire Department officers who first provided assistance were decontaminated. The Remple Disposal employees were transported to hospital where they were treated and later released.

Residents in the 11100 block of Lyon Road were requested to remain in their residence until further notice and the area was cordoned off.

Hazmat members examined the truck and determined that the fumes the Remple Disposal employees were exposed to were still contained in the trucks holding compartment. They used air sensors and other testing means to narrow down the elements contained in the substance. They narrowed down the chemical structure of the compound to a long-chain organic compound, probably manufactured, with a hydro-carbon base.

With this assessment they determined that it was safe to move the truck. At this time the truck has been transported to a secure location where it is undergoing further examination. The Lyon Road location has been cleared.

Though the identity of the substance is still uncertain, there is a possibility it was nothing more than a common solvent used at home. The Delta Police would like to remind citizens that when disposing of possible toxic or corrosive home-use substances to take them to appropriate disposal sites rather than placing them in house-hold garbage.


Property recovered and suspects are in custody

Incident: Theft in Progress

Date/Time: August 26 2003 @ 5:30 p.m.

Delta File: 03-22618

Location: Block Buster Video Store – 5200 blk 48th ave Ladner

At approximately 5:30 p.m. Delta Police responded to a report of a theft in progress at the Block Buster Video Store located in the 5200 Blk of 48th Avenue in Ladner.

The two suspects fled the store on foot and were believed to be in possession of DVDs they failed to purchase. An employee provided descriptions of the suspects and police made patrols of the area locating both suspects believed to be responsible for the theft.

Suspect(s) were found to be in possession of items identified by the employee as belonging to Block Busters.

Both suspects are adult males in their early 30s and appear to be from the Vancouver area.

They are currently in custody and awaiting a show cause hearing this morning.


June 07 2004 1:00 p.m.

Clandestine Lab located and shut down by Delta Police

Delta Police responded to a report from a motorist who indicated a male climbed out of the bush area on 104 St. and attracted their attention. He stated to the motorist he had been held against his will and beaten and that there were others in a barn type building also being held. The motorist subsequently called police.

On arrival to the 5900 blk of 104 st Delta police located 3 other males and a clandestine lab.

The Delta Police are investigating the operation of a clandestine lab and forcible confinement of 4 males in the 5900 blk of 104th Street in East Delta.

Police called in Delta Fire Department, Surrey Fire Hazmat team and environmental specialists to deal with the safety concerns and the handling of the chemicals.

The subjects held suffered non-life threatening injuries and were decontaminated at the scene.

The portion of the barn type building that is believed to have contained the lab has been secured. Delta and BC Environment specialists continue with their scene contamination investigation and inspection.

The Police continue the investigation into this incident and because it is in the preliminary stages there is little information available.


June 07 2004 1220 p.m

Single Vehicle Collision claims the life of the driver

Background:

On June 04 2004 at approximately 9:30 p.m. the Delta Police responded to a 911 call of a vehicle off road in the 3500 blk of Westham Island Road.

On police arrival Cst. Vaughan- Smith entered the water, broke one of the car windows in an attempt to free the driver from the submerged vehicle. With the assistance of Cst. Mah they were able to remove the driver and pull him to the waters edge. The driver, a 64yr old Ladner man, died on arrival to hospital despite the aggressive efforts of police and EHS to resuscitate him.

It appears that the vehicle went off road left, through an embankment and into the water on the approach to the Westham Island bridge. The investigation is continuing and although the next of kin have been notified the name of the driver will not be released at this time.

UPDATE

The Deceased is identified as, Douglas Currie DOCHERTY 64years – a long time resident of Delta.

The investigation is still in the preliminary stages therefore causal or contributing factors are not yet known.

Charges Against Delta Officer Stayed by Crown Counsel

Background:

As a result of information received in February 2003, the Delta Police Department identified some concerns regarding the manner in which two individuals were handled during their arrests

(One incident occurred in December 2002 and the other in February 2003 – both came to light February 2003). These individuals were interviewed and lodged complaints against a Delta Police officer.

The Delta Police Department’s practice in situations of this nature is to have the matter investigated by an outside Law Enforcement Agency. West Vancouver Police Department conducted the investigation, on the request of Chief Constable Cessford to ensure the investigation was fair and impartial. The Delta Police must ensure that the officer involved is afforded the same rights and freedoms under the Charter of Rights as any person in similar circumstances.

On completion of the investigation, in May 2003, the reports were forwarded to Crown Counsel for review and decision with respect to charge approval in these matters.

In June 2003 Crown Counsel determined that there was sufficient evidence to support two charges of level 1 assault against, Cst. Ray Athwal, a four year member of the Delta Police Department.

Update:

A three day trial was set for May 31 –June 02 2004 it was on the second day that Crown Counsel entered a Stay of Proceedings on this matter. The Delta Police Department supports and respects this decision made by Crown .

The Chief Constable will review the file and speak with the West Vancouver PD investigator and make the determination if there is a need to consider continuing with a Police Act Investigation on this matter.

New Look to the Delta Police Management Team

This is an interesting and exciting time of change for the Delta Police Department. Not only have we experienced numerous officers retire from the operational ranks we now see this phenomenon move into our Executive Management Team Ranks.

Retiring from the Management Team this year are Deputy Chief Gary West and Superintendent Gordon Adams. Both have contributed significantly to the Community of Delta and to this Police Department.

Superintendent Rich Drinovz – Officer in Charge of North Operations and Support Services

Retiring Deputy Chief West started his policing career in Camrose Alberta 1970 and began with the Delta Police Department in 1975. During his career he worked in Patrol Division, Criminal Investigation Branch, CLEU (now known as Organized Crime Agency of BC), Drug section, and was promoted to Detective in 1986 and promoted to patrol sergeant in 1988. He was then promoted a short time later to Inspector in 1991. He is the only officer that has been promoted from Sergeant directly to Inspector. Only five years later was promoted to Acting Deputy Chief and was confirmed in that position January 1997. Deputy West participated in and represented the BC Association of Chiefs of Police on a variety of National committees including, National Community Policing and Crime Prevention, Firearms legislations Committee and other Provincial committees. He has brought much to the policing community our department and the citizens of Delta. His experience and expertise will be missed.

Retiring Superintendent Gordon Adams began his career in 1971 with the Edmonton Police Service and joined the Delta Police Department in 1974. He has served in Patrol Division, Fraud section, Drug Section and was promoted to Corporal in 1981. He was then promoted to Sergeant in CIB (1992) and only two years later was promoted to Staff Sergeant. After only serving a short time as Staff Sergeant he was promoted to Superintendent in charge of Human Resource 1999. He has participated on the Joint Health Safety Committee, and Training officers Advisory Committee at the JIBC.

Superintendent Adams although he has enjoyed his career, is looking forward to pursuing a variety of interests in his retirement. His commitment to this Department and Community will be missed.

The New Management Team which will be in effect mid to late June.

The new Deputy Chief Constable is Lyle Beaudoin: Lyle is currently the Superintendent in charge of South operations and the Criminal Investigation Branch. He is from the North Delta area having attended and graduated from North Delta Secondary School being extensively involved in local sporting associations ( hockey and baseball). He started his career with the Delta Police in 1979 and was the recipient of the Chief Constable award in class 14 at the JIBC. During his years of service has worked in , Patrol Division, ERT, Criminal Investigation Branch, Task Force, Community Policing, Support Services supervisor. He was promoted to Sergeant in 1992 and only four years later was promoted to Staff Sergeant in patrol. He was then promoted to the position he currently holds as Superintendent in charge of Operations. He was the Chair of the Regional Operations Police Managers Committee for three years, Co-chair of a International Boarder Committee, Chaired a Joint Operations Committee “ project emerald” dealing with Provincial marijuana grow op issues. He has also involved in a variety of joint forces initiatives including Port Authority, Indo Canadian Task Force and Municipal Chiefs committee on lower mainland integration.

He brings much experience and leadership to this new position of Deputy Chief Constable of the Delta Police Department.

Newly Promoted to Superintendent is S/Sgt. John Robin currently the NCO in charge of the Criminal Investigation Branch of the Delta Police Department. He will assume the responsibility of the Superintendent in charge of North Operations and Support Services.

S/Sgt Robin completed a Bachelor of Arts Degree (Criminology) from SFU in 1983 and started his career in policing in 1984 as a Ports Police Officer. He then joined the Delta Police Department in 1986. During his career S/Sgt. Robin worked in patrol Division, developed of the first North Delta Community Police Station, served as a member of the Delta Police Emergency Response Team and was the Tactical Liaison Officer on the team. S/Sgt Robin also worked extensively on the DPD Task Force and had the opportunity to assist the Serious Crimes Section on several high profile investigations including the Huenemann investigation before being promoted to the officer in charge of the Criminal Investigation Branch in 1999 at which time he has coordinated and assisted his team members in a variety of complex investigations such as the Martin-McDonald/ Neeves homicides, Sidhu and Sohi homicides. He has worked extensively on Joint Forces Operations to bring several files to a successful conclusion. He brings to this new position considerable experience and leadership.

Newly hired Deputy Chief officer Brad Parker of the Organized Crime Agency of BC, will be the new Superintendent in charge of South Operations and Criminal Investigation Branch. Brad Parker has completed 3 years of the Criminology Program at SFU and is currently enrolled in a General Studies Degree program at SFU majoring in Leadership and Public Safety. He started his policing career in 1981 with the RCMP and in 1986 became a member of the Vancouver Police Department. During his career he has worked in the patrol division, Training and recruiting, VPD Strike Force, undercover operations, Internal investigation, and in 1998 was promoted to Sergeant in charge of VPD Gang unit. Shortly thereafter was promoted to Inspector at the Organized Crime Agency of BC in charge of a specialty unit of the OCA BC. Brad Parker is currently serving as the Deputy Chief Officer of the Organized Crime Agency of BC until his position at the Delta Police Department takes effect. He brings expertise and a wide variety of experience that he can apply to his new position within the Delta Police Department.

Superintendent Rich Drinovz will assume responsibility of Officer in charge of Human Resources. He is currently serving as the Officer in charge of North Operations and Support Services. Supt. Drinovz began his career as a Delta Police Reserve Constable in 1979 and was hired as a regular member of the Delta Police Department in 1980. During his career he served in the Patrol Division, special secondment to CLEU ( now known as the Organized Crime Agency of BC - working on a variety of high profile and complex investigations), Community Relations as well as a long time member of the Delta Police Emergency Response Team (and is now the officer in charge of the ERT Team). Criminal Investigation Branch where he was promoted to Sergeant on completing service in CIB he was promoted to Staff Sergeant in patrol a short time later was promoted to the position he currently holds as Superintendent and jokes about being the all time goal score r of the Delta Police Hockey team. Seriously, he has brought much to this Department and is well respected among the membership and within the community.

The Chief Constable states that, “There are excellent candidates within the ranks of the Delta Police Department and many show promise of strong leadership in the future. The competition for the Deputy Chief and Superintendent positions was an intense and rigorous process in which all candidates did extremely well. The decisions were difficult and were given much thought as each candidate brought much to the table. I am looking forward to working with the new members of the management team.”

Delta Police Victim Services…Gearing Up for the Fall!

The Delta Police Victim Services program is now recruiting volunteers for its program. The full-time Coordinator, Assistant Coordinator, part-time Family Violence Intervention Worker and dedicated group of valuable community volunteers are looking to bring help on board.

As a volunteer, you will fulfill a very unique role within the Delta Police Department and a will provide a great service to the community.

Volunteers are tasked with providing essential services to clients in great need and may even find themselves attending the scene of a crime. Other services include: emotional support, case/file updates, information on police and court procedures, court orientation and accompaniment, referrals to community agencies, and assistance completing Victim Impact Statements and Crime Victim Assistance forms.

Due to the nature of the work, applicants must be mature, responsible effective listeners and team players. Applicants must also be a minimum of 19 years of age, have excellent interpersonal and communications skills, be fluent in English, able to pass a security check and hold a BC Driver’s license. All volunteers are also obligated to contribute a minimum of four to six hours per week, on a consistent basis for one year. The program’s current hours of operations are Monday to Friday, 9 am to 4 pm and one evening each week.

Victim Services is recruiting for up to ten new Support Workers. All successful applicants will complete a 60 hour training program beginning in September 2004. The Program is specifically looking for Punjabi-speaking candidates and asks that all applicants live in, or VERY NEAR to Delta.

Victim Services will be hosting a 90 minute information session for those interested in volunteering. Applicants must attend an information session, however, attending does not obligate you. The session is scheduled for 10:00 am, May 29th at the North Delta Public Safety Building, 11375 – 84 Ave. Please call Victim Services if you have any questions in advance, 604-940-5019.

New Delta Police Target Team Recovers property worth over $100,000

Police need victims of theft to come forward.

The recently established DPD Target team has been effective in solving multiple property related offences.

On February 26 2004 patrol officers responded to a 911 reporting a break and enter in progress. On police arrival into the area it was confirmed a break and enter had occurred in the 8900 blk of Mitchell way. Based on the information provided by the complainant police apprehended two suspects in the area and recovered the property stolen from the residence. The two individuals, Wayne CAMERON 35yrs of Surrey and Janine RATZLAFF 23 yrs of Surrey were taken into custody and charged with break and enter and possession of property obtained by crime and possession of break-in instruments

As a result of this incident further investigation was conducted in the weeks that followed. This subsequent investigation led police to a hotel in Surrey in which at least one hundred thousand dollars worth of property was recovered.

Police are now in the process of attempting to identify the owners of this property and returning it to them.

Property includes:

Jewelry (rings necklaces, bracelets earrings); coins; stamp collections; watches (men’s and ladies’) and collectables.

and patrol officers that participate on a 6 week rotational basis. Priorities are identified by the Tactical Management Team who review calls for service and give direction on how and where the target team resources are to be deployed.

The goal of this contemporary approach is to build upon our solid community based policing foundation through reviews, research and recommendations that will enhance the Delta Police Service Delivery Model.

The Delta Police Department is an open and transparent organization, with the intent of keeping the citizens of Delta informed on the services, initiatives and activities provided by their Police Force.

We have continued to make communication with the public a priority and have taken steps to make information accessible to the public through a Department website. We are making further strides in this effort, by providing citizens access to the Delta Police 2003 Community Report. The report provides general information on the Police Department as a whole, an overview of the year’s activities and initiatives, an outline of future goals, and crime & budgetary statistics.

Chief Cessford states that, “Our department remains committed to delivering excellence in policing and sustaining peace and order. Through a constant flow of information, technological advancement and community partnerships we are able to surpass our expectations. We maintain a very low crime rate, due in part to the excellent support we receive from the community. Interested students write an entrance exam, run a mile and a half timed run, and compete the POPAT police physical test. The final candidates accompany the School Liaison Officers to HQ to learn more about policing and are exposed to the various sections within the Department.

Suspect uses vehicle as weapon against police officer

Incident: Theft of auto in progress

Date/Time: April 30 2004 @ 0540 a.m.

Location: 8800 Block of 116th Street North Delta

At approximately 0540 a.m. this morning police responded to a 911 call of a theft of vehicle in progress in the 8800 Block of 116th St. in North Delta.

Complainant indicated that suspect was attempting to steal a Blue Ford F450 Flat deck. Further information provided indicated that there was a second vehicle associated a white ford F350 pick up (later determined to on file as stolen from Coquitlam). As officers responded and began patrolling the area. An officer observed the vehicles enter the area of 11700 Bock of 98th Avenue in Surrey. The officer requested back up and advised the suspects were at a dead end street. The officer observed the suspect in the white Ford truck park the vehicle by a residence and then he lost sight of the suspect. His focus was on the driver of the blue flat deck that was attempting to manoeuvre his way out of the area. The officer was out of his vehicle and did draw his firearm and gave the driver several demands. The driver failed to comply and in his attempt to escape, intentionally drove at the officer. The officer feared for his life and did discharge his firearm striking the vehicle. The vehicle narrowly missed the officer as it made its escape. The truck was later recovered in the 11800 Block of 97th Avenue unoccupied.

Description of Suspect in the blue flat deck: white male early 30s, 180lbs sandy brown hair and goatee.

At this time both suspects are at large. Police are continuing to investigate the incident and will be conducting a review into the officer’s actions to ensure he was operating within policy, regarding discharge of firearms.

Chief Cessford strongly states that, “This type of crime is reaching epidemic proportions. The fact that these individuals are committing property crimes and then utilizing this property as weapons against our officers and community is unacceptable. Not only did the suspect try and run over the police officer with the vehicle, when he abandon the vehicle just blocks away, he made a conscious effort to take a metal bar from the vehicle to perpetuate his violent acts. We need to start making examples of these people in the court system to hold them accountable and get them off our streets to ensure our citizens are safe from the careless and reckless actions of these miscreants. Innocent people are suffering serious injury or being killed by these senseless and intentional acts.”

1st Degree Murder Convictions for all accused - Gary Sidhu homicide

Convictions Do Not Conclude “Murder For Hire” Investigation

A violent crime that struck fear into the citizens of a North Delta community has come to a successful conclusion. The homicide of Gary Sidhu lead investigators through a complex investigation involving a variety of investigative techniques, witness protection and extensive impact on budgets and resources (enlisting the assistance from the front line, civilian staff, up to and including the Management Team) of the Delta Police Department..

Investigators are pleased with the outcome of this investigation. There is a sense of satisfaction knowing those directly responsible for the homicide have been held accountable before the courts. However, investigators are still working on the investigation because it is their belief that the individual(s) that ordered the contract killing of Gary Sidhu is still at large. Police remain committed to continuing the investigation with the intent to pursue this avenue of the investigation. To that end the Delta Police are issuing a plea to the public and especially to those have information specifically regarding this aspect of the contract killing.

Background: On April 01 2002 at approx. 1240 a.m.(0040hrs) Police responded to a report of shots fired in the 8100 blk 116 St. in Delta . Upon Police arrival one male was found laying on the street suffering from gunshot wounds. The victim, 27 year old Gurjinder (Gary) Singh Sidhu died a short time later as a result of wounds sustained. Three of the accused, Mr. Gurkirpal Singh KHELA 24 yrs, Mr. Johnathon David BRIDE 23 yrs and Mr. Trevor James MEIR 26yrs, were taken into custody December 2002 and charged with 1st Degree murder. All have been remanded in custody since that time. The arrest of Mr. Jodh Singh SAHOTA 23 yrs occurred in March of 2003, he too was charged with 1st degree murder relating to the Gary Sidhu homicide.

Chief Constable Cessford states, “This shooting was a very traumatic event for the people living in this area as well as for the family of Mr. Sidhu. At a community meeting held within hours of this shooting we committed to doing everything we could to apprehend the people responsible. I am proud of the fact that we are able to fulfill our commitment. However we do still have a major player to target. I hope that in some respects we were able to bring some closure to the family and the community. I am extremely proud of the excellent work of the members of the Delta Police Department, Crown Counsel and the members of the community. Their collaborative efforts resulted in the apprehension and subsequent conviction of the subjects responsible for these acts of violence in our Community.”

Delta Police participate in World Health Day

“ Road Safety is no Accident”

April 07 2004 has been identified by the World Health Organization as, World Health Day to commemorate the establishment of this organization.

The theme for this year is devoted to, Road Safety. Each day around the world 3,000 people die and 140,000 are injured, 15,000 of those disabled for life as a result of motor vehicle collisions.

The Delta Police are proud to participate in the 2004 World Health Day. To assist in creating awareness and education to the motoring public, Seaquam Road Sense Students will be conducting a, “Think of me” speeding enforcement project. The Road Sense students had elementary kids draw self portraits and write “think of me” on the bottom of the hand drawn portrait. Cst. Ian Pitcairn( School Liaison Officer) will be conducting speed enforcement on April 07 2004 between 11:15 a.m. and 12:00 p.m. in the 11500 blk of Lyon Road. When a violator is stopped the driver will be receiving a unique violation ticket, a hand drawn portrait. This message delivered to the violator, will likely have an immediate impact on the driver.

In addition to this project, there will be an increased emphasis and enforcement on pedestrian safety, seatbelt use and drinking and driving throughout the Delta community.

Facts:

Non seatbelt wearers account for 40%of those killed in collisions

Impaired driving collisions remain the leading Criminal cause of death in Canada

If the current trends continue we are looking at a 60 % increase in those killed and disabled every day on the world’s roads.

Do your part, slow down, wear your seatbelt and never drink and drive. We all need to work together to decrease the carnage on our highways.

Believe it or not – cell phone thief caught at his own game!

Date/Time: March 27 2004 1150 a.m.

Location: 4700 blk Harvest Drive Ladner bus loop

On March 26 2004 there was a theft from a vehicle in Vancouver. A Delta resident was the victim and among the items taken from the vehicle was a cell phone. The victim made several calls to his own cell phone in an effort to locate it. Just when the victim thought all was lost he got a call back from the suspect indicating he would return the phone for a fee.

After the arrangements were made to meet at the Ladner bus loop, the victim called the Delta Police and conveyed the situation. Unbeknownst to the thief the victim and the police were there to greet him on his arrival.

The cell phone was recovered and returned to the owner. The suspect, who is from the Vancouver area, was arrested without incident and charges of possession of stolen property are pending.

Police do not recommend victims attempt to deal with these situations on their own because of the potential risk to their safety but in this case it worked out well.

Delta Police issue warning and request Parents talk to their kids about Stranger Danger

Incident: Suspicious male

Location: 7800 blk 112 th Street North Delta

At approximately 6:30 p.m. on March 26 2004 a 12 year old female was waiting for a ride near the Sungod Recreation Facility when an East Indian male motioned for her to get into his vehicle. The suspect indicated that he knew her through his daughter and offered her a ride. He then offered her money to get into his vehicle. The young girl refused and ran into the facility and told a staff member who then called police.

The victim described the male as; east Indian 35-45 years old,6 ft 190 lbs (medium build), days growth of facial hair, wearing dark green sweater black pants and spoke with strong Indo- Canadian accent.

Suspect vehicle is described as, white Toyota vehicle.

No physical harm came to this young girl and although it was a traumatic experience her presence of mind to capture a description of the suspect and vehicle while running for help kept her safe and will assist police in this investigation.

Police continue to investigate this incident and are pursuing a solid lead in this case.

Police encourage parents to remind their children about “stranger danger” and what to do if approached by a stranger. Some tips to review;

Be aware of your surroundings, take routes that are well lit, stay in high traffic and public areas, walk in the company of others when at all possible and establish a “family code” word to use if someone outside of the family is picking up your child.

Theft from the Landing, landed two in custody

Location: 5400 bk 48th Avenue Ladner

Delta Police responded to a report of theft of liquor at the Landing Beer and Wine Store. Information received when police arrived revealed that two suspects had entered the store and stole beer and coolers. Both fled in a red mustang type vehicle .

Further information lead police to the Tsawwassen Beach Ferry Causeway where both suspects were located and arrested without incident. Both adult males ( one from Delta and the other from Surrey) were later released on appearance notices. Recommended charges include theft under $5000.

North Delta Community Police Station has new wheels and needs more volunteers!

The Delta Police currently have two Community Police Stations in the North Delta area and a third is coming in the very near future. It is through the generosity and support of the North Delta Rotary Club and Don Carr Chevrolet that the Delta Police now have another much needed Community Policing van. Special thanks to Mike Collins, Sales Manager of Don Carr, and all of the members of the North Delta Rotary Club.

There are over 100 volunteer members representing the North Delta Community Police Station, Sungod COPS office Community Crime watch Program and the Auto –Crime/Bicycle Patrol groups. These volunteers provide an excellent service to the community involving twenty separate services including; Speed Watch, CASA (vacation home security) Program, Bicycle Patrols Seatbelt Campaigns, Business Watch patrols, Lock it orLose it patrols Community Crime Watch patrols and auto-crime prevention patrols.

This new van will assist us in continuing with these programs and puts crime prevention in motion!

The local support for the community police stations and encouragement for the services provide has been outstanding. The efforts of our (approximately 100) volunteers is invaluable and much appreciated by our Department and this community. Anyone that would like to volunteer with anyone of our North Community Police Stations is asked to contact the North Delta Community Police at (604) 599-7280 or feel free to drop into the station at 7213 120th st and apply in person.

Synopsis:

At approximately 1205 a.m. on March 23, 2004 the Delta Police responded to a 911 call from a citizen travelling by the area of 9700 blk River who saw a male slumped in a vehicle.

On police arrival it was determined that a non white male in his early 60?s was deceased in the vehicle.

Due to the complexities of this type of incident police are still in the preliminary stages of the investigation and continue to work through the crime scene. However, police confirm that the victim did suffer fatal gunshot wound(s). The victim who was found deceased in a red Chrysler LeBaron located in the 9700 blk of River Rd has been identified as, 63 year old Karmen Singh JOHL of Vancouver. Mr. Johl is known to police and there are drug related offences in his background.

04-7734 car 2The investigation is actively ongoing. It is our intent that by releasing information on the vehicle and a map of the area it will prompt memory recall to anyone that may have been traveling in or around this area on the evening of March 23, 2004 between 10:00 p.m. - 12:00 a.m.

Location: 9700 Block River Rd., North Delta

At approximately 1205 a.m. the Delta Police responded to a 911 call from a citizen travelling by the area of 9700 blk River who saw a male slumped in a vehicle.

On police arrival it was determined that a non white male in his early 60's was deceased in the vehicle.

Police confirm that the pproximately 0950 this morning police responded to a report of a male acting in a suspicious manner appearing to be agitated and wielding a machete in the area of 118a Street and 88th avenue.

On police arrival officers took a 51 year old male into custody without incident and it appears that this subject was either under the influence of drugs or may be suffering from mental health issues.

Police are holding this subject in custody on weapons related offences.

The Delta Police continue to appreciate the assistance we receive from the public on reporting such incidents as it enhances the safety of the community as a whole.

Police are continuing the investigation into this incident.

Knife held to victim for computer monitor

Location: 6400 blk of 120th Street

Delta Police responded to a report of a robbery in North Delta area.

On arrival victim explained to police that, two unknown suspects approached the victim while walking to his car. One suspect held a knife to the victim's back demanding the computer monitor that was in his vehicle.

The victim complied and suspects fled the area with monitor in hand.

Suspect #1 described as, dark skinned 25 yr old male with a moustache and goatee wearing red plaid shirt and blue jeans.

Suspect #2 described as, East Indian 25 yr old male slight build wearing a green jacket.

Police continue to investigate.
