The Criminal Intelligence Section (CIS) is a multi-faceted operation that effectively integrates crime analysis, intelligence analysis and major case management support into one unified environment.
CIS provides core intelligence and crime analysis products which help drive the operations and deploy patrol resources more effectively.
To forecast crime and disorder, CIS collects, evaluates, collates, analyzes and disseminates accurate and timely intelligence on individuals and groups who are known and/or suspected of criminal activities in the municipality of Delta. Additionally, CIS produces monthly crime reports and maps which give the community an overview of the main crimes committed in Delta.
Computer Statistics (COMPSTAT)
More recently, the CIS Section has introduced COMPSTAT, which is not a computer system, but rather a management philosophy as well as organizational management tool for police departments. COMPSTAT is an accountability process to the Delta Police Department which aids in crime reduction, personnel and resource management.
COMPSTAT was originally created by the New York City Police Department, by then Chief Constable William J. Bratton to combat the city's high crime rates. Because of the success of COMPSAT strategies and tactics to solve problems, other metropolitan police departments such as Los Angeles, Philadelphia and Baltimore have adopted COMPSTAT. In Canada, the COMPSTAT model is currently being used by the Vancouver, Delta, West Vancouver and Abbotsford police departments and numerous RCMP detachments.
COMPSTAT's success can be attributed to its four main principles:
- Accurate and Timely Intelligence
- Effective Tactics
- Rapid Deployment
- Relentless Follow-Up and Assessment.
Accurate and Timely Intelligence – In order for police departments to effectively respond to problems, accurate and timely intelligence is essential. Vast amounts of information are processed on a daily basis and COMPSTAT becomes the driving force behind information sharing amongst all levels of the organization. This approach provides for an early warning system to identify emerging crime trends and patterns. Finally, this principle assists in the deployment of police resources based on identified problem areas.
Effective Tactics –Traditional policing is often only concerned about solving crime and frequently overlooks the social and/or environmental situations that crime can cause. COMPSTAT encourages police to “think outside the box” and ensures that all resources are allocated when responding to a problem. With COMPSTAT in place, effective tactics both externally and internally are deployed in a quick systematic manner to solve crime.
Rapid Deployment – Many police departments respond to crime reactively and fail to deploy their limited resources properly. COMPSTAT provides police departments with current crime trends, problems and areas that need increased patrol presence. The dissemination of accurate and timely intelligence allows for quick patrol response, thus allowing departments to become more proactive.
Relentless Follow-up and Assessment – An essential element of COMPSTAT is relentless follow-up and assessment. Past tactics in investigations or patrol deployment must be reviewed to determine its success and failures. Tactical operations are evaluated in COMPSTAT and become a guide for future investigations. As a result, the follow-up and assessment period allows police to master various deployment and investigative strategies.
